The requirement for placement of a road sign, warning about cameras is canceled
On 22.06.2017, the National Assembly adopted on second reading the Act for Amendment to the Road Traffic Act, which was promulgated on 05.07.2017. The adopted amendments entered into force on 09.07.2017, as they affect several groups of violations - exceeding the speed limit, driving a motor vehicle by unlicensed drivers and driving after use of narcotic substances or their analogues.
The requirement for placement of a road sign which warns drivers of motor vehicles about cameras and which marks the places for control of traffic rules observance is canceled. Control authorities are already allowed to carry out mobile control of traffic rules observance only with cars equipped with audio and video recording devices. The control is carried out only within the perimeter of action of the video-monitoring tools.
The requirement for disclosure in the mass media or on the website of the Ministry of Interior of the road sections that are subject to control of traffic rules observance through automated technical devices or systems is also canceled.
The compulsory administrative measure for an owner whose vehicle is driven by a person not possessing the relevant driving license is changed. The measure temporary decommissioning of a vehicle for a period of up to one month which is applied so far is replaced with the measure termination of the registration of a vehicle for a period of 6 months to one year.
The circumstances in which an electronic ticket is issued are also changed. An electronic ticket is already issued in the absence of a control body and of a violator for imposition of a fine on a breach, established and filmed with an automated technical device or system only when this breach is not punishable by deprivation of the right to be driven a motor vehicle or taking of control points.
The final provisions of the Act supplement the Criminal Code. Release from penal responsibility with imposing of administrative punishment may no longer be applied when a perpetrator is in a state after use of narcotic substances or their analogues.
