New amendments to the BULSTAT Register Act

New amendments to the BULSTAT Register Act

 

          Amendments to the BULSTAT Register Act have been in force since 01.09.2018. The adopted amendments and supplements affect various groups of provisions.

          The foreign legal persons which are pledgers within the meaning of the Registered Pledges Act as well as foreign natural persons who do not have an uniform civil number or a personal number of a foreigner and who are pledgers within the meaning of the Registered Pledges Act shall be already entered in the BULSTAT register.

          To the application for entry and deletion in BULSTAT register the natural persons engaged in free occupational activity or a craft, the foreign natural persons who do not have an uniform civil number or a personal number of a foreigner and who are engaged in commercial activity or provide independent personal services in the country, including through location of economic activity or a certain facility or site, or own immovable property in the country, or are social security contributors, or are pledgers within the meaning of the Registered Pledges Act as well as other natural persons – social security contributors according to their quality shall present:

1. a document certifying the performance of the declared activity on the territory of the Republic of Bulgaria, a document of ownership or other documents, when such documents are required by the law;

2. a document for paid state fee, determined by the Tariff of state fees, collected by the Registry Agency, except in case of payment by electronic means.

          References shall be made and certificates shall be issued immediately in each territorial unit of the Registry Agency. The Registry Agency provides the possibility of making references through remote access as well as for issuance of certificates in electronic form and for their submission electronically.

          The access to the BULSTAT register through the public part of the register via Internet shall be free of charge and that through standard outgoing files by e-mail or another technical carrier and through automated filing of data for the circumstances entered in the BULSTAT register shall be provided after payment of a fee determined by the Tariff of state fees, collected by the Registry Agency. The access to the register, including via the exchange environment between registers, for the court, state authorities and local self-government authorities and local administration shall be free of charge.
