New procedure for entry of a father's name in the birth acts of Bulgarian citizens born outside the territory of Bulgaria

On 01.11.2017, the National Assembly adopted on second reading the Act for Amendment and Supplement to the Civil Registration Act, which was promulgated on 14.11.2017. The adopted amendments affect the civil status of Bulgarian citizens born outside the territory of Bulgaria.

Upon drawing up of a birth act of a Bulgarian citizen born outside the territory of Bulgaria, his / her father's name, when missing in the copy of the birth act issued abroad, may be entered in his / her birth act in Bulgaria if this is stated in writing by the person's parents or other legitimate representative.

The requirement for the civil status official when drawing up a civil status act to enter in it the same data from the received copy of the civil status act issued abroad is cancelled.

It is created an opportunity for Bulgarian citizens born outside the territory of Bulgaria to request by administrative order the entry of their father's name in their birth act if it is missing in the already drawn up act. When they are minor the entry shall be performed after a written application by their parents. When there is an enacted administrative act for entry of a father's name in an already issued birth act, the civil status official enters the new data at the designated place in the act under "Notes". The date and the name of the official shall be recorded, affixed with the official's signature and the municipality or mayoralty seal. The entry made in the birth act issued in written form shall be immediately reflected in the electronic equivalent of the act.
