Electronic identification of Bulgarian citizens and foreigners

 

          On 11.05.2016, the National Assembly adopted on second reading the Electronic Identification Act, which shall enter into force from 21.11.2016.    

          Bulgarian citizens and foreigners who possess a personal identification number, respectively a personal number of foreigner, are entitled to have an electronic identifier. A holder of electronic identity is a natural person over the age of 14, to whom has been issued a certificate of electronic identity. The electronic identifier is a unique identifier of an individual. By means of the electronic identifier separate persons shall be distinguished in a virtual environment. They obtain access to information systems and opportunity to carry out electronic statements.

          The Minister of Interior issues a certificate of electronic identity upon written request of a certain person. The application may be filed to an administrator of electronic identity or diplomatic or consular representation of the Republic of Bulgaria. The Ministry of Interior creates a public electronic register of the administrators of electronic identity and of the electronic identification centers.

          Persons who have an electronic identifier may exercise their rights before state bodies and organizations providing public services through a proxy. For this purpose, the principal must authorize the proxy by means of entering its unique identifier in an electronic register of the empowerments maintained by the Minister of Interior.
